Job Description and Duties

Under the direction of the Lieutenant, Emergency Management & Physical Security, the Associate Governmental Program Analyst acts independently as administrator and technical specialist on the Lottery’s statewide physical security systems and ensures the integrity of the systems in support of the California Lottery’s mandate. Provides support in implementing Lottery wide policies and procedures regarding physical security and access control standards. Also manages large complex contracts, internal and external consultants, and statewide resources supporting the physical security systems and the uniformed security guard services.

This position is headquartered in Sacramento and is eligible for either a remote-based or office-based telework schedule. Employees must be able to report to their assigned headquarters office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires employee residence in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

1. Schedule:  8-5 M-F
2. Travel: Some travel may be required
3. Other: This position may require working irregular hours (nights or weekends), travel, and/or required overtime.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Proficiency in computer systems and security system(s) software
• Experience in inventory control, formulating budgets, purchasing, preparing & presenting reports
• Ability to work under pressure for time-sensitive, and high priority projects
• Experience drafting policy, process, and procedure
• Ability to multitask, be well organized, and manage time effectively
• Experience in managing high value contracts
• Proven analytical, auditing, and organizational skills, including the ability to diligently focus on accuracy and consistency of details
• Knowledge of physical security components and standards
• Experience serving as a liaison and subject matter expert with outside agencies
• Experience assisting in law enforcement investigations, and handling sensitive, confidential information
